It was created by Sauron the Dark Lord to

 dominate over Middle-Earth

This piece of jewellery is a small ring and it looks 

 like made of gold, but it is magic and you can´t break it.

When you put on fire you can read a inscription:

Translated, the words mean:

One ring to rule them all, one ring
to find them,

One ring to bring them all and in the darkness bind them.
